The Association of Basque Municipalities (EUDEL) was founded in 1982 in order to support municipal autonomy and represent local interests before other institutions. Its Articles of Association establish the following purposes to:

• Foster and defend municipal autonomy.
• Defend and represent the general interests of the members before administrative political authorities
• Coordinate and drive the cohesion of Basque Local Councils, by fostering the sharing of their experiences and the disseminating of their good practices, encouraging their modernisation and consolidating their influence.
• Develop the European spirit in local authorities, by fostering their participation and representation in international and European bodies. 

Endorsed by its track record of more than three decades, EUDEL is a benchmark of Basque municipalism and the partner in dialogue with the other institutions to coordinate and reach consensus on public policies.

EUDEL’s organisation is based on “networking" and its activity falls within a regional network that encompasses local structures. 

It is an autonomous association and this fact means it can have its own internal criterion along with an internationally recognised standing.
